Canada's 2024-2025 immigration policy changes affect international students. We've summarized the key updates that may impact your studies, work, and future plans.
Proof of funds increase
- Effective January 1, 2024, the financial requirements for study permit applications have increased to reflect the cost of living.
- For one person, in 2024 you needed to show CAN $20,635 to study in Canada.
This amount is expected to be reviewed annually and will apply when requesting a study permit extension. - For current amounts, please consult the website.
Online learning and PGWP eligibility
If you began your program of study between September 1, 2022, and August 31, 2024
- Your online studies completed from outside Canada before August 31, 2024, can count towards the length of a future PGWP, provided they constitute less than 50% of the program.
- Any online studies from outside Canada after August 31, 2024, will not count toward the length of your PGWP.
If you begin your program on or after September 1, 2024
- You must complete at least 50% of your studies in person (in a classroom) in Canada. Any semesters spent studying from abroad will be deducted from the length of a future post-graduation work permit.
Spouses of international students
- As of April 30, 2024, open work permits are no longer available for spouses of new international students at 91.
- If your spouse already holds a work permit, they are not affected by this policy change and can continue working.
- If your spouse already has a work permit and needs to apply to extend it while you complete your studies, they may still be eligible to do so, depending on your program and other factors. We recommend reviewing the eligibility details on the website.
Work hours
- The allowing students to work more than 20 hours per week off-campus ended on April 30, 2024.
- As of November 8, 2024, eligible international students can work up to 24 hours per week off campus during their studies.
New study permit requirement for changing DLIs
- As of November 8, 2024, you must be enrolled at the designated learning institution (DLI), listed on your study permit. To change schools, you need to apply for, and be approved for, a new study permit.
- If you submitted your study permit application on or after November 1, 2024, and plan to apply for a PGWP, you must meet all the .
- 91’s DLI number is O19361235542.
Applying for a PGWP at the border
- As of June 21, 2024, applying for a PGWP at the Canada-U.S. border via "flagpoling" is no longer an option.
- Applicants must now submit their applications online.
Provincial Attestation Letter (PAL)
- Starting January 22, 2024, most study permit applications require a Provincial Attestation Letter (PAL). This includes applications for new permits, extensions, or restoration of status from outside Canada. If you need to extend your study permit while outside Canada, please contact Camosun International to obtain a PAL.
- You do not need a PAL if you are applying from inside Canada to extend your valid study permit at the same DLI and same level of study.
B.C. Provincial Nominee Program (BC PNP) Update - 2025
- Due to reduced federal immigration allocations, the B.C. Provincial Nominee Program (BC PNP) has significantly limited intake in 2025. Most pathways for international graduates are closed or paused as of April 14, 2025. Only select applicants in high-priority occupations may have limited options.

Post-graduate work permit (PGWP)
- Students who held a valid study permit and were enrolled in a PGWP-eligible program at 91 were able to apply for a PGWP under the previous eligibility rules, provided they submitted their application before November 1, 2024.
- All graduates applying for a PGWP on or after November 1, 2024, must provide proof of language skills.
